Understanding European drone regulations

The use of drones in Europe is regulated by the European Union Aviation Safety Agency (EASA) and, in France, by the DGAC, in order to ensure the safety of people, property, and airspace. Whether you are a professional drone pilot or a recreational user, understanding and complying with the regulations is essential to fly legally.

European regulations classify drones into several categories based on the level of risk, with specific requirements for each type of operation.

Drone categories under European regulations

European regulations distinguish three main operational categories :

1. Open category recreational flights and low-risk operations

This category includes drones that present a low safety risk. It is ideal for recreational use and certain simple professional applications. It is divided into subcategories:

A1 : Flying close to people, but not directly overhead. Lightweight drones (under 250 g).
A2 : Flying near people, but with a minimum safety distance (30 m). Drones up to 2 kg.
A3 : Flying far from people, in open areas. Drones up to 25 kg.

2. Specific category intermediate professional operations

Drones in the Specific category involve a moderate level of risk and require :

Prior authorization from the DGAC or the relevant national authority
A risk assessment and a detailed operational plan

This category is commonly used for professional missions such as :

Industrial inspections (pylons, power lines, infrastructure)
Surveillance of sensitive sites
Precision agriculture

3. Certified category high-risk operations

The Certified category applies to drones that present a high level of risk, comparable to that of civil aviation.

Each drone, pilot, and operator must be certified
Suitable for critical operations such as the transport of people or hazardous goods, or high-responsibility security missions

Basic rules to follow for legal drone operations

Regardless of the category, certain rules apply to all users :

Drone registration: Drones weighing more than 250 g must be registered with the relevant authority.
Training and certification: Pilots must complete training appropriate to the drone category and obtain the corresponding certification.
Respect of flight zones: Never fly over restricted areas (airports, military sites, sensitive zones).
Maximum altitude: Flights are limited to 120 meters above ground level, unless specific authorization is granted.
Maintaining visual line of sight (VLOS): The drone must always remain visible to the pilot.
Respect for privacy: Do not film or photograph individuals without their consent.
Liability insurance: Mandatory for professional operations and strongly recommended for recreational use.
